Rob provides strategic regulatory advice to our clients, working with Wigley & Company lawyers.

He is a senior economist who assists clients on regulatory and compliance matters.

With over 20 years' experience in regulatory advisory and management roles, Rob has worked for some of New Zealand's largest organisations in the energy and telecommunications sectors, including Ministry of Commerce, PricewaterhouseCoopers, TelstraClear, Mighty River Power and Vector, as well as being self-employed as a consultant.

His principal areas of focus have been electricity, gas, metering and telecommunications, but he has also worked on water reform, producer board reform, finance sector regulatory compliance, local government issues and housing.

Examples of work include:

  • leading the first major overhaul of electricity and telecommunications information disclosure, including the introduction of asset management plan disclosure requirements for electricity, and mandatory cost allocation rules;
  • obtaining substantial reductions in the Commerce Commission's 'Kiwi Share Obligation' cost determinations, including halving TelstraClear's share of the KSO;
  • persuading the Commerce Commission to make changes to the way it calculates WACC, under both Part 4 of the Commerce Act and Part 2 of the Telecommunications Act;
  • persuading the Commerce Commission to retain access regulation for all of Telecom's exchanges; and
  • successfully encouraging the Commerce Commission to place greater emphasis on efficiency incentives, including through adoption of an IRIS and a service reliability mechanism as part of the 2015 DPP reset.
